The 2019 Ottawa Neighbourhood Equity Index (NEI) measured disparities within Ottawa’s neighborhoods to guide equitable resource allocation and community planning. Inspired by the WHO’s Urban HEART model, the NEI was built around 28 indicators across five core domains—Economic Opportunity, Social and Human Development, Physical Environment, Population Health, and Community and Belonging. Using 17 primary indicators analyzed at the census tract level, the NEI generated a composite index score to identify neighborhoods with the greatest equity concerns. This approach helped locate areas for targeted interventions, empowering local policymakers, agencies, and residents to work toward a fairer Ottawa. The NEI maps are a visualization of the overall inequity across Ottawa neighbourhoods.  They provide an opportunity to identify the most vulnerable neighbourhoods based on the five domains of equity.
